With the larger 'mechs there's more room to introduce a slightly "lesser" hero variant without going overboard, because with so much tonnage and hardpoints, it's easy to take a couple things away.
How do you make a Hero light less favorable to balance out the Hero bonuses without making it LAUGHABLY BAD. See Death's Knell.
If you make it better, you get people instantly crying pay-to-win, because lights are already challenging to play, and any light with a clear advantage will INSTANTLY be snapped up by most light pilots. See Raven 3L.
I'm not saying it's impossible...but it's easier for PGI to do it with other 'mechs...so they have been.
Just a theory.
The TDK is grossly underrated. As a lifelong Commando pilot, the best thing about the Commando (and especially the TDK) is the fact that absolutely no one takes you seriously. It's kind of a silly camouflage, but half the time, no one pays any attention to my TDK. The result is that I wind up dumping a ridiculous amount of ML fire into enemy mechs while they worry about the big boys.
Hero lights can and should be done. That the TDK is the only one is unfair to those of us that like to live fast and die young.
