Draconis are the opposite, though less so in recent years in the current timeline due to military reforms.
FRR doesn't really have a strong position either way. A lot of their military started off as guerrilla fighters against the Draconis Government however, so I'd say they'd probably lean more towards victory before pride. You don't win a guerrilla war by playing fair.

Loyalty and honor to your unit and your lancemates is certainly still observed by most players. Even many mercenaries aren’t willing to be truly “mercenary” and leave their compatriots to die They would at least fight to save them.
Players extending honor to the enemy still happens, albeit rarely, such as hold fire while a mech is shut down or accepting the request of a duel from the last member of a fallen team. It’s a fun way to end a game and shows players are confident in their skills enough to let the enemy have a duel.
Honor in the sense of zellbriggen where players agree to meet strict rules of enagagement would be rare but might in clan drops. But in PUGs I highly doubt that would ever happen.
Honor in the sense of personal codes where you simply do not use certain tactics (like controversial legging in previous MW games) has become passé and exists now only as a personal choice. Ive seen people hold their fire on a shut down mech in MWO so I know people still have personal codes.
So my answer is, yes honor exists even if its just between members of the same unit. MWO will not be like MW games of the past where things like legging are frowned upon. Lights are hard enough to hit as it is.

In a game, I think honor translates to sportsmanship. Unless you can hack the game (and I'm pretty sure PGI is on the lookout for that) we're all playing by the same rules, governed by the same software. Fairness is in PGIs hands! The matchmaking system is responsible for making sure each team has 8 people, similar tonnage, and whatever else it takes to make a fair and satisfying game.
What about the times the matchmaker drops you into a team, and you're short one player? Is that fair? No. What do you expect the other team to do to make it fair? If they've been playing for very long, they've probably seen a 7-person team beat an 8-person team. What if your team has 8 and the other side has 7? No. But, sportsmanship means you don't act like an a$$ and talk junk when you're beating a 7-man team. If you say anything maybe it should be, "Good try guys. Sorry you were down a player."
What about all the times some troll brings a flamer to annoy me to death? Is that sportsmanship? Is that honorable? No, and try as I might I can't remember a flamer troll ever being an FRR player.
What if the flamer troll is on my side? Is it sportsmanship then? NO. The last time I saw one he was an embarrassment to our side, and cost us the game to boot.
What about when someone brings a dual AC/20 cheese build? Is that sportsmanship? It might qualify as gamesmanship... It's allowed by the rules/code/software, regardless of whether it makes for a good game. And how often is the perpetrator an FRR player? The ONE I know of built a cheese-Jager because he was tired of being on the receiving end so much.
The Free Rasalhague Republics honor and sportsmanship are doing just fine, as far as I'm concerned. Don't give us any lines about "republic scum" before you've culled your own faction of trolls and cheese-pilots.

Its great if you have 800 battles in MWO but its the 1 duel you have that you will remember more than the rest.. I guarantee it. So honor has its place. Winning battles is important of course but there times when you dont want to just be a cog in the machine and you want to jump into the breech yourself and fight duels.

Our enemies do not have mead to steal. They drink things called saki and wine. Some of them drink beer, so we could take that from them. And have you seen Liao and Draconis women? I'll definitely need more mead before I tackle that.
