If the 3L had the same cap as the 2X/4X... the entire Raven chassis is DOA by many standards. Sure the 3L has its ECM, but it would toil behind barely usable and total niche. We'd simply be back to Jenners dominating lights across the board.
The Raven-2X is literally a poor man's Jenner-K.. that's all that needs to be said.

Stuff like that. It would buff underused and underpowered variants and also act as a nerf to overused mechs.
To be honest I think that the whole mech-xp tree is broken. (aka improved arm movement with no HP in the arm)
I hope they do a complete overhault of the xp system. The current system is extremely lame.
It's all about getting that speed boost and thats it. (and a 2nd module slot for my AWS-8R)

Jenners already have retaken the light throne since laser HSR (for the K at least) and now the BAP buff. Ravens are a rare sight for me these days, and a large proportion of them are actually non-3L variants. Jenners are pretty much the mainstream light with Spiders following behind. Commandos are as rare as unicorns.

By that line of thinking, anything not a Jenner is DOA - and perhaps that's the real problem. The Jenner is so good the others pale in comparison.
The Raven 3L is supposed to be an electronic warfare 'mech, not a fast striker. The 4X is supposed to be a Striker, and the 2X something in between the others. None of them are supposed to be really fast, and they're all beaten by the Jenner.
The Commando is supposed to be a Striker, packing a punch way over its weight class. The Jenner outclasses it in just about every respect.
The Spider, believe it or not, was supposedly meant as a fast Striker for the SLDF Commando Forces - a role it has a very hard time fulfilling in MWO, and a role the Jenner has no problems filling.
So yeah. Either the Jenner is too strong, or the other lights are too weak.

I wouldn't go that far. The BAP change does shift the focus back a lot to the Jenner. The movement changes that are putting Jenners ahead of Ravens (instead of them being equal or better than Jenners) makes me want to go sell my Raven and go Jenner outright.

The 4X is special.. in that AC20s in them are amusing. Otherwise, we're really back to saying ballistic slots on a light mech is generally a waste.

The problem has a lot to do with the SRM nerfs.. which makes the current non-Commando-2D designs barely passable when trying to use the best weapon possible (SRMs). I guess you could stuff Streaks... but... you then are better off with a Jenner.

Well, the ERPPC Spider is the goto build. The other "viable" non-5D builds consist of pretty much meds, med pulses, ER Large, Large Laser, Large Pulse Laser... not a lot of diversity by design.

Truth in bold.
