I'm not a new player, but I don't see anyone else doing this.
Often when about 3 people barrel over a hill towards our front line, and even during the whole game, I tap R and cycle through targets as each of their Mech data appears. Afterwards I can make some decisions about which mech to kill, or which one is the weakest and what part. I've been doing this a lot lately, because through spectating I don't see anyone doing this, and often the 39% Centurian or 55% Catapult that just killed me is now killing other teammates and hey have no CT armor...
Is target surfing OK to do, or do people concider it kill stealing? My intention isn't to get kill steal, I just hate it when there's mechs at 42% running around getting kills!
Should more people be doing this?
Also thinking about out-fitting all of my mechs with data capture so I can surf faster...

There is no such thing as "Kill Stealing" in a team based game. Unless a teammate and an enemy have declared a duel to the death anything is fair game to attain the win for the team. Otherwise you might as well all just drop all the mechs in a separate little force field bubble so you can duel it out solaris style.

I would say do it, unless you see missile incoming symbol on one you have targeted.

What Ningyo said. Should you be painting a target and someone on your team has a volley incoming on that mech, then please stay. Other than that have a look and see who else is being targeted by your team.

Steal my kills whenever you feel like it. I'll still get the assist bonus, plus I will not eat their last alphastrike.
You want to destroy or at least neuter enemies ASAP. Finishing off weak targets should actually be a priority in most cases.

I would be surprised if people thought it was morally objectionable. I'm of the opinion that it is good practice, if you have the time and inclination, to pick your targets considering how damaged they are. The only caveat is that how damaged a target is, is not the sole consideration for who you fire at - threat level, speed/target difficulty, team orders may all trump your decisions.
I agree with TekAdept - 'kill stealing' is not a thing in MWO. Some people have jokingly mentioned it when they have had a tough fight and a light 'Mech comes in an finishes the job. In 600 matches I have not had someone worry about it seriously once. Most people are glad for the assist.

Heres something , back in closed beta days, somebody raged at me in chat for "Stealing" THEIR kill.. ok whatever... Next match i dropped with the same person on my team.. Sooo the person pushed out ahead and was getting mauled by an enemy mech, so i sat back and said sorry buddy you are engaging him, dont want to steal your kill.. He promptly died and raged at me again for not supporting him. Sheesh no pleasing some people

Everyone runs forward and stops.
Atlas walks past them all.
Gets obliterated.
"WTF WHERE WAS MY HELP?!"
XxxTheGreatestDoodxxX has disconnected.
MoonUnitBeta shakes his head giggling to himself.
