A problem that my corpmates and I have experienced a lot recently is that we see our PPC's impact another player, yet no damage appears to be incurred by the hit opponent and our reticle does not turn red, notifying us of a hit. Is hit registration broken? We would blame it on lag, but our latencies seem fine and we did not have this problem early in the beta. Anyone else experience this problem?

This is a known issue. HSR isn't working as intended at the moment. Let's hope it's fixed in the July 2nd patch.

There is also a long delay (a few seconds at least) after some PPC shots get registered fully. You see the animation, but your paper doll looks clear. Then after a while, you get damage "from nowhere".

Something is wonky with ppcs. They seem to do drive by damage at times too. Meaning that you clearly miss, but the target takes damage. Example, last night a friend was behind me, shot at a mech, the shot landed on the mech, but I took damage on my rear center torso. I have also seen where I shoot at someone, and miss (see the shot go wide) but my reticule turns red as if a hit scored.
