The fact that they said early on it was too much work to resize mechs is what told me they would never fix the scale.

Considering that they deliberately put it there, I think they are aware.
It's not a big deal, run a jump jet.
That being said, there's not really a reason I can think of why the QD is so huge and awkward. The lighter end of the heavies is supposed to have some agility still.
