as far as i can tell they usually only do that when something is bad and being banished to k-town.

Mine went down to 3 because he came back from holiday. AFTER HE LEFT THE GAME BALANCE IN SUCH A WRECK? The least he could have done is open weapons.xml and up ppcs heat by a 2~4 before he packed his bags to go the beach.
