Simple thought, add a slight delay before a mechs movement speed is affected by terrain.
Something like 0.25 or 0.5 seconds.
This is enough time for most mechs to step up and over minor obstructions, or jumpjetting mechs to clear the edge of a building.
It does not allow people to walk up hills, just bounce up the first meter or so before stopping.

Also the speed (momentum) should taper off not immediately drop as if you hit a wall!

There is no way this was tested before implementation, that or the testers were incompetent.
