You may have to run it in administrator mode. Right click the icon -> properties -> compatibility tab -> at the bottom under "Privilege Level" check the box that says "Run this program as an administrator" then click apply.

Depending on your user account control settings you may get a notice pop up when you start MWO about allowing MWO to make changes to your computer, click "yes" and hopefully the patcher comes up.

What sort of issue are you having? Without more details, the only suggestion is that you may be missing some files. The patcher right now does not install C++. You can find the download in the link below, put it in a location you can reach then run it to install the necessary files.

Another suggestion, every time you install/patch and have issues, also try running the repair tool, it may find any files that have been corrupted (though admin mode may be your issue here)

Also, if you have problems, in addition to posting on forums, also submit a support ticket (support button up top) with as much info as you can, including a DXdiag.

Good luck with resolution.
