This forum subsection has many threads about balancing different factors of the game.
Be it heat, damage, mech specific quirks (good or bad), meta, etc...
Some are good all the way through, some have issues and the rest are downright terrible suggestions.
The ones that have issues and the terrible ones are good to post.
Why?
Lets see how things have progressed:
1. Something is "wrong" with the game.
2. Forums are filled with odd suggestions, cries and trolls.
3. Ignore it.
4. At some point do something completely different to resolve the issue.
5. GOTO 1
So for something to NOT go ingame, post it on forums.
Maybe they are not allowed to use out of house suggestions for credibility...
Maybe they do not want for someone to be the guy who solved the problem...
Imagine yourself at office saying:
'Hey boss, I solved the issue with a suggestion from the forums'
Those are word I do not want to hear from someone researching nuclear fission, but on some places they would be ok.
It appears to be a valid way to balance the game.
Ofcourse it does not apply to predetermined stuff like enginecaps, mech layouts, etc.
TL;DR
Post bad ideas for gameplay balance, that way they do not get into game itself, thus you are balancing the game.
