PPCs and LRMs both could be fired within their minimum range. You suffered a penalty to your attack roll (1 point penalty for every hex below minimum range, on a 2d6 roll), but you could fire them, and they'd deal full damage if you hit.
Of course, in the table top, the max range of the PPC was also 540, and the max range of the Medium LAser or AC/20 was 270m. You couldn't shoot beyond that.
