I'll start this off by saying the new movement restriction system works very well, I absolutely love it, but the way that it's implemented compared to the already existing system needs tweaking. When traversing an incline over 45 degrees your 'mech loses throttle momentum almost 100% faster than when running full force into a solid wall. This gives a very small window for jump jet users to activate their jets to get up these steep inclines.
I'll give a scenario I've experienced: Frozen City; in my Cataphract-3D; after a few of my teammates have been cored, I decide to go for broke and rush a weak Dragon. I crest the center hill from the south and charge at him but I find he has two Stalkers just nearby. I take a hard left and try to take cover in the pit next to the glacier wall only to realize the spot on the hill that I've picked, while almost a fourth as tall as my 'mech, is too steep to traverse. I hit my jets and my 'mech begins to climb but I don't move forward a single inch, all the while I'm taking massive damage from that Dragon and his Stalker friends. My timing wouldn't have been off if I had run directly into a building or wall and tried to jump over it. I also would have made the jump if jump jets gave me a bit of a push when my throttle was up. After this game I took my Jenner and tested my theory and I was right; you lose throttle momentum much faster when attempting to traverse an incline too steep than running directly into a wall and, when speed is at 0 kh/m, jump jets only send your 'mech straight up. Also, I've had difficulty climbing when I hit a point that has a steep incline, my 'mech's momentum dies and my jets again only take my 'mech straight up with no forward push.
tl;dr: Steep hills kill momentum faster than solid walls making it difficult to use jump jets as a climbing aid. I suggest a tweak to the rate of momentum loss to either running into a wall or steep inclines OR to give jump jets a reasonable forward push when throttle is set to forward but speed is at 0.
