It's also worth noting that many Capellan mercenary groups come from outside of the Confederation, but through loyal service and reward have become citizens and even official parts of the Capellan military- and contrary to some, NOT been forced to.

House Liao rewards loyalty well. With the Federated Suns looming close, they cannot do otherwise.
