I picked up this module to help with a recent LRM build. I equipped the module and fully upgraded it with GXP. The description says that a target will remain 3.5 seconds longer than without the module, but that doesn't always work. I obviously am misunderstanding this module, can someone explain how exactly this thing works?

It doesn't increase decay time by 3.5 seconds, it increases the time to 3.5 seconds.
