Let me just throw this out there in the myrad PPC balancing topics:
Let's imagine for a second that we don't nerf PPC damage, don't increase heat, and don't mess with convergence.
What if, instead, we gave the PPC a short "charging" time when the trigger is pressed - say .5 to 1.00 seconds, then the weapon fires when the trigger is released. The trigger could be held for a longer period to line up a shot but heat would continue to accumulate slowly as the trigger was held. This would eliminate the split-second snapshot ridge sniping but not necessarily hurt the run-n-gun types as much.
Since heat would be building while the trigger is held, this would affect the multi-PPC setups far more than the singles or doubles. It also would be a better deterrent to jump-sniping than reticle shake IMO.
Since the charge time and heat accumulation can be adjusted, this could be tested at very low/moderate levels without causing a total LRMageddon situation. It also doesn't really go against the spirit of lore and TT rules as we aren't adjusting the basic capabilities of the weapon, but throwing a bone to the TT targeting randomness.
