Heatscale is merely a bandaid. Mechs capable of carying 2 gauss rifles are going to replace ppc boats. In addition this doesn't really solve the issues presented by 2 ppc 1 gauss mechs. Buffing srms has slightly increased their viability in brawler mechs and have slightly fixed the actual problem. Right now the new heat system doesn't affect all weapons equally which is not fair. The ne heat system should be based off how much heat is generated within a certain time and not affected by the type of weapon that generated it. Furthermore it ruins tactics that were 100% acceptible in battletech. Example:

ANH-1E - This field-expedient refit was used by the Dragoons after the Battle of Misery. All of the autocannons were removed and replaced with four PPCs and two additional Medium Lasers. The ANH-1E also carried forty-one heat sinks, enough to fire the main weapons continually. BV (2.0) = 1,62

We already couldn't do this before the patch and its impossible to even fire all the main weapons at once. I have tested the 4 PPCs with an atlas RS. Additionally before the patch, anything getting in close to a mech boating ppcs pretty much could kill the ppc boat. This was an unnecessary measure catering to people who could not work together and get in close to PPC boats and has pretty much made ppcs useless.

Real solutions to the problem:

1. Fix the reliability of SRMs doing damage. I counted in a match after every shot and I did noticeably less damage than what I expected. It also took me way too many shots with my SRMs to kill an enemy mech.
2. Fix matchmaker, This might not actually help the problem until more people start playing but the issue is made worse because groups of 4 or so really good players drop together and the game they play in is filled with people that are not working together. The players not working together run one at a time at the PPC boaters and die pretty quickly then complain.
