Well you could send it through support. Just state at the beginning that you don't need help but you have ideas. Or you could message them on here. Like Garth Erlam or Miss(miss isnt a dev but she is very nice and can get you in contact with them)

There's two ways. Create a thread with the ideas under suggestions (or under feedback where they have to read it) and throw a message at your favorite moderator.
Contact support -- but a long text email tends to not stick. If you contact support and supply a short paragraph or two along with a video about your idea, it tends to go a little farther.

For example (since I got brought back to this), the very large vertical image on MWO's facebook for a little while came from Lordred, who sent it into support with a message thanking PGI, and it pops up on the facebook page. Many of the comments in response to it on the facebook page are along the lines of "I didn't know MWO could look this good," "What game is this? There's no PPCs." Etc. The large scene of actual gameplay (spliced from two different places but lined up perfectly), depicts fighting with various colored lasers, cannon fire, and a Raven down below all of the fighting running and pretending not to see it all (by looking away from it).
It was spread around PGI and within an hour it found its way on the facebook. PGI really appreciated it.
Since it'd take a bit of digging to find that image, I settled for linking you to the latest page of epic screenshots.
This was another attempt at a different goal that also got a bit of leeway.
Hope you get your ideas heard.

The best way to present an idea is to post it to the Feature Suggestion forums. it has the added effect, that you will gain feedback from other forum goers, who can help to fine tune your idea.
If you send a mail to support, they will redirect you to that forum.
You can also post to their twitter accounts or send a private message to them here on the forums.
None of those ways is guaranteed to gain you any response from an actual developer.
