Not all battle mechs have arms with the same range of movement and some have a third ‘arm’ in the way of a ball turret in their torso, which can move or less than the other arms.

3 reticles, two hands?
It’s bad enough spectating new players with 1 reticle and arm lock enabled lol.
Anyways, I personally don’t think a third reticle is nessicary.
However. I’m certainly not against something like an Oculus Rift enabled reticle that follows head tracking and gives a new reticle that looks like a T (where the joining at the top of the T is the center of the crosshair). Such as the vulture’s chin mounted gun. And without the oculus rift it’s just tied to the arm’s reticle. Anything other than that though, 3 reticles for one aiming device is just getting too much.

That's a slightly different visual representation of Torso mounted weaponry, all of which is capable of more traversal than gross torso motion. WOG from Catalyst devs.

Actually, no. As Padic already mentioned, Vulture doesn't have it that way at all. Here's teh real Vulture's look:
And Locust has that turret because it tries to be as close as possible to it's Crusher Joe granny as far as lore and gameplay is concerned, I'm really not aware of any instance of it actually serving a purpose aside from teh rule of cool.
