Step 1: Change from Elo to weight-class matching as a matchmaking tool. Leave the monitors in for continued seeding information.
Step 2: Place everyone in the same queue, no limits on group size.
Step 3: Gather comprehensive data and metrics to determine the best way to move forward, without too many artificial constraints muddying up the data.
I think that this would help the game, for the long term, by allowing PGI to gather much more detailed statistics.
