I'm not sure the exact time maybe 15-30 secs, but we could use something.
Tired of seeing friendlies shoot each other at the start. One drop someone SRM'd a catapault in the back and he turns around and unloads multiple SRM6s into me because he ASSumed it was me taking me down to 91% and damaging all my front armor, legs, and arms...

Had a match where a friendly mech use his AC20s at another friendly mech a the start of the battle. I don't know if alt tabbed and then got back into full screen game, but the friendly mech was destroyed. Maybe make a weapon override safety button available to be engaged that lock all weapons fire if the MW needs to alt tab. At the start of match have it enabled, but can be disabled with a keyboard shortcut?
Please add this PGI or the Delay like the OP explained.

That may help some, but a lot of times it seems to be people just carelessly test firing their weapons.

True, I do test the heat level of my weapons, but I shoot them where NO friendly mechs are and try to get some distance from the rest of my team to test heat levels.
Now when we have a level selector for test mission, a lot of people, me included will not need to do this anymore.

There's no excuse for test firing during a match when we have the testing grounds. It just makes situations like the one described in the OP more likely, even if you think you're being careful.
That said, people that intentionally shoot friendlies ruin the game for other players and should be reported. Accidents are one thing, but intentionally shooting friendlies and retaliating for accidental friendly fire is not only noobish, it's disruptive and can be considered grounds for banning. Report it whenever you see it.
