Only the one reduces your speed. The others dont. And theres NO reason not to use the reflective armor module in the current state of the game with PPCs.

If a module is so good you HAVE to take it, then its not balanced.

Not that it matters much, but if you read through the thread you'll notice that it was suggested that all Armor modules reduce your speed by 10% (I just didn't get around to editing the OP). Therefore, with two modules (one Reactive, Reflective, or Hardened Armor module and one Heavy Armor module) your speed would be reduced by 20% and it'd take up two module slots.

So even with just the Reflective Armor alone, you'd lose 10% speed and a module slot. And to be honest, if I were to chose one of these modules to use, I personally wouldn't bother with the Reflective Armor; I get taken out way more by missiles and ballistics on a regular basis. So I'd most likely take a Reactive or Hardened Armor module (if I were to take one at all ...since I really like all three of my sensor modules).

So, you see, it's all rather subjective.

I see the logic in that and if they incorporate advanced armor, I'm sure they'll probably try to do it through an upgrade in the mechlab. Just wanted to offer an alternative solution that would fit in well with the module system and offer players stretch goals when gaining experience as a pilot.
