Having mastered all of the Catapults, I would have to say the C1 is the most flexible. The torso-mounted energy hardpoints allow it to be configured as a direct-fire mech, while the side missile launchers also let it be built to operate as a support unit. With energy weapons, it can continue to fight after its ammunition is exhausted.
The A1, by comparison, is a dedicated missile carrier, and is limited to only LRMs and SRMs for weaponry. In addition, once it expends its ammo, it is just a couple of tons of metal on legs. While this mech can mount the most missile systems of any Catapult (making it a dangerous Streak user), the role of this mech is much more narrow. It can be configured either for LRM support or close-bombardment, and that's about it. Trying to make this mech a multimission mech usually results in it falling behind the C1 due to the need for more ammunition for its weapons, while the restriction of using only missiles also prevents it from using TAG for those missiles.
All in all, I'd take the C1 over the A1, especially as the C4 does almost the same job as the A1 with fewer restrictions.
