This is just a random mechanic that might be useful for getting MechWarriors to pilot something other then a Highlander or Victor in every match, especially in the PUG arena where imposing a weight cap on teams looks to be difficult (who decides who gets booted from their Atlas to balance things up).
From a canon standpoint mediums are the norm and assaults are rare because of cost, maintenance and rarity. The same goes for fancy lostech upgrades like double heat sinks. In CW it would be assumed that the faction nobility are the ones paying the cbills for the battles, both the pay to the pilots and the invisible cost of repair and refit.
In that sense a house or mercenary unit (even one pulled together from lone wolves) who fields a company of just assault mechs isn’t going to make their lord or employer very happy about the costs they are forced to cover, both in maintenance and high insurance in case they have to pay compensation for a lost mech.
This is where the game play mechanic of a planned disbursement could come in. The planned disbursement is the accumulated Battle Value (BV) a lord considers appropriate to complete a ‘campaign’ such as 10 consecutive matches. Piloting a Stalker with an XL engine, double heat sinks and a stack of high tech ER PPCs is going to use up that disbursement long before the campaign is finished. This can be balanced by piloting lighter mechs some of the time to even things out.
Using up your disbursement before the end of a campaign doesn’t prevent you from piloting your mech or earning cbills – your lord or employer already agreed to pay you for your expenses, but now you are costing him or her more then they expected so they’ll be paying you through gritted teeth. This means that you won’t earn any factional points (or other loyalty/CW related points or promotions) for those missions; you might even lose some for all the trouble you are causing to your employers bank account or your house’s logistical network.
There could be other sides to the disbursement; organized teams could have a team wide disbursement instead of an individual one for each pilot. ‘Campaigns’ could also be expanded, such as allowing mercenaries to pick campaigns, and giving campaigns posted bonuses if specific conditions are completed like winning a % of the matches and coming in on or under budget. A disbursement might also depend on rank - earning promotions with a house make it easier to pilot bigger mechs.
