Laser Heat Penalty Question

If I have 4 large lasers, I understand that I can fire off 2, then wait .5 seconds before firing the remaining two to avoid a heat penalty. However, when does the timer start? Does it start immediately after you press fire or does it start after the beam's duration is up?

Considering that chainfire starts firing before the first weapon has finished shooting, and they want you to use chainfire as it's 0.5 anyway, I'd say at the start.

Actually, chainfire starts firing when the last weapon finishes, but you could still be right.
