Some mechs launch LRM-15 with 3 steps (5+5+5), LRM-20 with 2 steps (10 + 10).

And it is sure that if you fire 'LRM-15 X 4' at once, you get penatly.

Here is my question.

pretending that I got LRM-15 X 4

Then if I fire 'LRM-15 X 2' when other 'LRM-15 X 2' are in their 2nd(or 3rd) step.

Is there a heat penalty?

or should I just wait for them to be finished.

It's not "step" based, it's based on a 0.5 second timer no matter how many tubes the mech model has.

The question is:
"Does the 0.5 second timer start the moment I fire, or the moment the volley finishes?"

Pretty sure it is after it finishes, at least that is how it works with lasers. With lasers, cooldown doesn't start till after the burst is finished.
