If you're going to do anything with module slots and 3PV, then here are some suggestions:
1 - C-bill module that lets you pop a camera drone with a 30 second CD. Have it cost 6 million c-bills.
2 - Let the drone be destroyed. The 30s CD becomes relevant if the enemy pops the drone as soon as they see it, thereby limiting your ability to deploy another.
3 - Do Not make it MC-only, no matter what.
4 - If you want it to be a consumable rather than a proper module, then have it be available for both C-bills and MC, and let people shoot it down just like the UAV.
Alternatively, skip the module idea entirely, since a big part of 3PV is supposed to be to help new players, and keep it as a toggle that everyone has. Give it a CD (30s might be about right; the CD should affect both turning it on and turning it off, so no half-second 3PV peek-a-boo games). Let people shoot the camera drone.
As for drone destruction, it'd be great if there were some visual effect that happened when you were using 3PV and your camera drone is destroyed. The screen should get artifacts and freeze briefly as your HUD tries to compensate for the sudden loss of data feed, with a nice refresh effect as it returns to normal view.

Apart from splitting the queues even more meaning less players for the matchmaker to try to create two balanced teams out of. Oh and all the developer time spent on it that could have been spent on other things.
