Cause:
The problem is an expired Secuity Certificate for the update EXE that is causing Windows to block the execution of the file.
To get around this until the new certificates can be obtained:
Download the installer to install the base update program. If it will not launch after installing, then download and use the repair tool for MW.
It will find, After scanning, that the game files are missing and will retrive the files that the game updater does not due to the certificate being expired.
Once the repair tool finishes the game exe will launch correctly and you will find yourself at the Play! screen with update check showing complete.

I logged in and everything is working as it should be.. Game played great with everything maxed.
(Workaround) Update After Install Fales On Fresh Install "required Certificate Not Within Its Validity Period".

Can we assume that your system already had the necessary Microsoft files installed and updated, the Dxdiag, C++ and .NET requirements? That is the only way that your posted workaround will work since the installer (not the patcher) looks for the required programs and if not all installed, will attempt to install the missing one. Generally it is either/both Dxdiag and C++, with a few being all of them. (on all of those who have posted in the last 2 months).
The certificate issue is so that the Installer can install Microsoft programs that are missing, be it dxdiag, C++ and .NET (86x versions 3.5 and 4.0). It does check for them but if they are not installed the installer attempts to do that. The Tool Repair kit will not do that. It fixes the actual game files only.
The other workaround on is to temporarily set the system clock back to May 5, 2013 or earlier until after the installer, system programs and patch has been completed. This has been noted in the threads from June and July.
The Repair Toolkit is an excellent tool to repair the core game itself without needing to uninstall/reinstall the game itself.
