What about actuators?

Wouldn't this mean lasers got a buff of sorts?

You do need an un-destroyed component to land crits on, but engines serve that purpose indefinitely. I've never been sure about the "built-in" components (actuators, gyros, head components). I'm pretty sure Endo and Ferro follow canon rules of being un-crittable, but I have no proof.

Only against unarmored components, and only as long as they have things to crit. Last match I had a 4xMG spider on me for like half a minute with no noticable effect.

However, does anyone know if the engine works as a perpetual "thing to crit?" Has PGI's game mechanic Jenga finally paid off?

Yes, it was the final buff that actually doesn't make taking machine guns feel like intentionally gimping yourself any more.
You'd still take small lasers if you had the option purely in terms of damage output, but the dakka makes up for it.
