While I like that the increased cap speed has made the fight dominant in conquest, it has gone a bit too far, imo. It used to be a solo light was able to potentially win the battle by capping. I do like it being slower, to enhance the combat part of the fight, but have we gone too far? As it is now, my cap speed module seems to give little benefit, and a single light at the end of the 12 v 12 match no longer has a chance at all. If that is the case, the combat is far far more important, and it becomes assault.
I would propose we shift it so that cap speed WITH the module is near (as is maybe still slightly slower) than capping was without the module before. It will still take longer, but not as long as it does now.

Its still doable and happens often enough but smarter light pilots play a game of "Cap and Mouse"
Run up to cap, sit on it a few moments, run away. Come back later, rinse repeat. They either pull forces back to defend or eventually get in a tight spot.
