(Not sure if it really makes a difference though, as consequences are naturally difficult to observe unless you personally know one of the persons being reported and they tell you...)

If you're not fighting, you're wasting everyone's time.

Although it is gentlemanly to go out fighting

However, telling the enemy team where a hiding mech is hidden is griefing (this type of team greifing is typically termed "bird *******") and you're free to report such behavior. include a screenshot to support@mwomercs.com

I agree with the fact that making people wait sometimes for a long time is wrong, if its me in that situation I usually suicide in or find the nearest out of bounds to end it quicker, but there is nothing "Forcing" people to stay in a match. Everyone has other mechs, even non paying people have 3 other mechbays and trial mechs to drive.

Many players only have 1 main mech at a time due to factors such as:
- only owning a small number of mechs
- only owning a small number of engines
- only owning a small number of modules
- only one mech with a skill tree currently being progressed

Hence why if im close and its one sided like 1v12 or whatever I just out of bounds, gets me a death, ends the match quick and it denies a kill to the roflstomping enemy team. If its not one sided I usually just charge in guns blazing hoping to pop off some weak arms or even a kill.
Who knows possibly one day in the far future we may have some kind of vote/kick system where the majority of both teams could kick that last powered down mech from the match, may seem a bit too far but who knows what kind of modes we may have one day, they could go for much longer than our current matches.

Team Treason
Treasonous provision of information to enemy combatants, also known as "bird-doging" is forbidden. This involves a player using the in-game chat to provide the enemy team with the locations of their own team mates. While we appreciate that some players may wish to have a round end early by calling out the location of an AFK team-mate, the risk that this could be used against an active participant of the match to deny them the use of cover and movement makes this a form of a griefing. You may declare a teammate AFK but not their coordinates or position.
Straight from the Code of Conduct ...

Players have no right to demand another player shorten his game-time like theirs.

Now I am aware of the rules for this game and that you aren't supposed to do that and I personally don't. I think an easy change would be instead of a black and white rule saying you can't do it per terms of use. 'If last remaining player hasn't moved or hasn't damaged an enemy in the last 30 seconds their position may be spoken about'
Of course that is quite silly, but it would cover people being ****** without changing the terms of use for people who are legitimantly trying to win the game.

But the main reason I do from time to time, is there is little point in losing a mech if there is no way to win which is the POINT of the battle.
VERY different game if you have to PAY for your repairs or LOSE your XP on your pilot if he's DEAD.
As for losing time, I accept in competition different matter, but what's the rush otherwise?
TIP. IF you have to power down do so facing a wall. So your SO-CALLED team can not see your location.
Until PGI do the sensible thing and do not allow DEAD players to talk after they die.

Yet, protecting your K/D ratio was not among your reasons listed, but was the obvious intent of the OP.
Your team was over your shoulder when you shut down, they know your grid location.
PGI does not control the 3rd party software allowing voice communication. Nothing will stop people from using TeamSpeak, Ventrilo, or Mumble.
