Are we going to see people taking control of certain factions and pointing their might in a given direction? Nonaggression pacts? Treaties? It only takes one faction to come together to organize themselves into a overpowering machine of destruction across the galaxy if other factions are not as organized. What should be in place to keep say Davion taking over every planet from Kurita? Should anything be in place to prevent that?

You wont see this any time soon. what I mean is that those who fight for a house must move up in rank the old fashioned way. Earn it. BUT once a select few do hit that rank of whatever the top most ranks might be, those select few will indeed be granted some privileges such as deciding where the fight may lead next, or even becoming military leadership material to control a district and aid in the growth and protection off all the planets in that district.

As per the community warfare info packet linked in this thread, certain people who have attained a certain high rank (through battles) within a house will be able to make or help make choices regarding certain things, among them, which planet is to be attacked.

We intend to do this for our house and other houses we are a large part of if we so choose.

Not me, not you, not us. The devs get to have all the executive power for all factions... since obviously players can't be trusted with it... or they'd have dumped it on us already. They are justifiably scared the FFR might invade the clans this time instead of the other way around.

The problem with this plan is that someone good at logistics, strategy, and organization might not be the best pilot. I'd be much happier to take orders from a strategic mastermind who can't hit the broad side of an Urbanmech, than some derp that can pres lasor butan well.

I se the situation developing along the lines one sees in RL. Players may advance to the point that they have some input into how certain campaigns /raids develop, but the final control will lie with the politicians (devs). The focus of this game and all the source games is TACTICAL not strategic. The only previous game that dealt with the strategic was Secession Wars. Most of us want to rule the battlefield and let others much about with the politics.

Pretty much.

Devs also haven't said how targeting planets and declaring hostilities will work, how much will be under player control and how much will be directed from PGI, nor how merc contracts and planetary ownership will work.

In addition - to throw around a term you may have heard from time to time - Minimum Viable Product. I'm firmly convinced that while we'll have a planetary conquest metagame of some sort, it won't be nearly as in-depth or polished as 'mech combat will be at launch, because the 'mech combat is the big selling point of the game, the other stuff just ties it together.
