The circumstances for a tie should be rare. If I have the enemy's base 90% capped and they have my base 0% capped then it should not be considered a tie. It should go like this:
If the timer runs out then the winner is:
1. The team with the most base % remaining or the team with the most resources
2. If THAT is a tie, then the team with the most mechs destroyed (NOT remaining in case of disconnection)
3. If those happen to all line up then we should go into a 1 minute sudden death for which the winner is whomever breaks either condition
4. If sudden ends and both teams are still tied for conditions 1 and 2 then it really is a tie.

You have 15 minutes to destroy the enemy or cap their bases, in 3500+ matches I have yet to EVER encounter a tie.

If soccer was implemented in MWO, I could totally see people raging because they would try kicking the ball but HSR wouldn't register it.

Hmmmm... Don't make them change the rules again !
It was damn random and confusing in the past..
Assault most kill wills. Equal kills on timeout is Tie !
Conquest... Resource counter, more means win. Really impossible to get a tie unless everyone tries kill each other but fails and nobody caps.

I have had a couple, but, as others have already said, has never really been an issue.
If it happens, think of it as a chance to post a novelty screenshot
