1) if i learn all the basic efficiencies of a mech variant and then sell that mech off, if I decide to buy that variant again at a later date do i have to relearn or are efficiencies retained?,
and
2) to get the elite effieciencies do I need to learn all the basics on 3 variants at the same time or can I level 1 variant up then sell it buy a second level it up, sell it and buy the third and level it up then continue with the elite efficiencies on the third variant?

1. The game remembers all of the Efficiencies you have unlocked for a particular variant. If you unlock all the Basic Efficiencies, sell the 'Mech, and then re-buy it (a tremendous waste of CBills by the way), you will still have all of the Basic Efficiencies unlocked.
2. I believe you need to actually own all three variants of the same chassis at the same time, and complete all of their Basic Efficiencies in order to unlock the Elite Efficiencies with that chassis. If you can avoid it, it's probably best not to sell any 'Mechs. You never know when a weapon re-balance or change to the game engine will suddenly make a particular variant more popular/useful at a later date.

You dont need to own all three chassis at the same time in order to unlock elites as it remembers the xp you have spent and unlocked on each mech.
I will often buy a mech unlock all the basics then sell it and buy another of the same type, sell that one and then buy the third variant <usually the one I will want to keep> unlock the basics and then work through the elites. However selling them isn't always a good plan as Dalziel stated above but I usually get impatient for a new toy!
Unlocking the Master slot is different again as for that you need three mechs of that weight class to have been elited. So in my case having elited all my Atlas's once any other assault mech <Stalkers, awesomes' etc>gets elites completed I can start working on the Master slot.

No, they will remain unlocked.

You can sell them. The catch is that if you want to unlock master efficiency, you need to elite 3 mechs of the that same weight class, so you might need to buy back the variants you've sold for that purpose.
