I'm on slightly older computer with Windows 7 so if you have Windows 8 this might not be the path.

In order to turn a program on or off go to Control Panel, pick Programs, under Programs and Features there should be a link labeled turn Windows features on or off, scroll down to find Net 3.5 (once you get it back) and make sure the box is checked.

In order to get NET 3.5 you need to download it from the Microsoft website.

You might find the second one most useful. It cleans up garbage left behind by MS Installer which is probably the source of your problem.

.Net Installer

MS Installer Cleanup utility

Oh looking at your post in the workarounds section of the forums, it says you are running Dx11. MWO uses dx9c, so either you need to get that from microsoft as well or turn that one on and turn off the dx11 (do not delete dx11, cause that is supposed to be coming just don't use it when trying to play MWO).
