How Well Does This Game Run On A Dual Core Now?

So a friend of mine wants to play this game (already bought a Sarah's Mech). He doesn't have much need for a gaming computer beyond trying this game out so we're trying to upgrade a old computer on the cheap. He has a old Dell as a base and I was going to give him a Intel e7400 (c2d 2.8ghz) and 2GB of ram (to bump him to 4GB), and he was going to get a cheap vid card like a AMD 7770 1GB or something like that. Now that would put him close to my computer which is a q6600 (c2q at 2.8ghz), 4870 512MB, 4GB ram. Now my computer barely runs this game and I have twice the cores on the cpu, same amount of ram, and his video card would be a little faster and have twice the vram. I know this game used to not run good on dual cores despite it being listed as the min requirements (at 2.66ghz) but is that still the case or will a c2d (stuck at 2.8ghz can't overclock) be enough to run the game now? Could that computer run it on lowest settings at something like 1280x1024?

when dx11 gets in game the vid card will do processes that the cpu is doing (with dx9)so really cant answer well till then, i just upgraded my dual core to a quadcore and it didnt change much in performance,

The answer is not well but we're due for a dx11 test in the next week or so so we'll know more then.
