There is only 1 person to blame for all this mess: Lead Designer.

Who Is Actually Responsible For The State Of The Game? Pgi Or Igp?

As game developer that's had to deal with publishers on regular basis in the past, I know full well what complete shiteheads they can be and just how much they like to stick their fingers in the development process...so I think the OP is probably a fairly accurate assessment.
And they have every right to if theyre spending millions bankrolling development, lol.
Besides I have to agree the problem is the design team. Every balance decision PGI has made has been in the wrong direction for the game. I mean comon, I dont think IGP called PGI up and told them to add ghost heat to the game. That was entirely PGI's own boneheaded idea.
Again, its wishful thinking to blame IGP for PGIs mistakes...

Given the pathetic mess that Mechwarrior Tactics is, I would say they get equal blame

Just saying that IGP has some culpability as well in some of the other poor design decisions, like rushed mechs and 3PV.
Do we even know that for a fact? Or just because the OP said so. If someone presents something as fact without a source to back it up, then other people ought to question its veracity.
If IGP has rushed mechs, I havent seen any evidence of it, since were still getting 1 mech per month like we always have.

The OP was putting forth a theory; not presenting anything as fact. Having experience dealing with publishers, I don't think it was unreasonable to come the those conclusions. It fits the bill.

IGP is the publisher, they don't do coding

The players are at fault..... We QQ too much and forced redevelopment on too many issues.
if we where happy with what we where given we'd have CW right now.

They should ignore some of the more strident nerfherders. A thick skin is needed in order to make a balanced and playable game. Just because somebody does not like the fact that 'their' setup is not uber does not mean you listen to them. You can tell the difference between the nerfherders and someone who truly cares. Because the person who cares offers a well thought out alternative.
