HSR is to improve hits/accuracy for those with High Pings. Since my mech is rendered up to several hundred milliseconds back in time for the high ping user, if they "hit" what they see rendered they get credit.

Fair enough.

Thing is, while I'm evading/dodging/circle strafing in my light what I see rendered is also off -I may see someone not able to keep up with facing me and their shots missing so I merrily bite their ankles.

I may think I'm doing a good job and am staying out of their arc of fire because my visual (AND AUDIO) cues tell me my opponent is missing me when in HSR reality I am getting torn to shreds!
I demand Dodge State Rewind be implemented immediately!
Better yet, call it Miss State Rewind.

AHA HA HA HA HA "dodge" state rewind. I laughed harder than I should.

Personally I'd just like a button to turn HSR off. Right now I don't know whether I should be leading my targets and compensate for my/their lag because I don't know whether HSR is working at all.

The fact that you think they are missing, but then are taking damage, means that HSR is working exactly as intended. Think about it... It works both ways. :(

You do realize that there's a little outline of your mech down in the corner that will tell you you're getting hit, right? :(
