There's another outlet for when one solo guy runs off and powers down in some remote corner of the map: the option to just quit the match. Maybe give his own team the option to boot him from the match, so that their mechs are released as well.
And honestly, I just don't see it being all that likely that one guy will drag out matches by doing that very often. I predict it would be pretty rare compared to cap attempts currently. I know that some people would make troll accounts and do it just to make people angry, but people who try to caprush almost every game are already making people angry.
Once again, for the slow-readers out there: IT'S ASSAULT MODE, not defend the base mode.

Yup its assault mode, not rush to the middle and shot at the bad guys
Capping is intended and legit, Suck it up princesses. It is a valid tactic, an excellent distraction. And despite some people opinions it belongs in the game. It can be countered, and has been adjusted to a slower cap pace already.

Do YOU even know what Assault mode is? Let me clue you in. It is based on Capture the Flag with the bases serving as the flags. While the mode could use some adjustments to its mechanics, such as the addition of a retake mechanic, it is not meant to be a Team Deathmatch. If you attempt to play Assault as a deathmatch, you are only setting yourself up to fail.

Pretty much...
...I just came out of a match on Tourmaline, 2 guys went to cap the enemy base via the G7 side, being a brawler I followed figuring there'd be some lights to make a snack out of and if I saw nothing I could veer back to the blob once I hit E7/F7 depending on how things were progressing. The lights hid and let the two Centurions go by and tried ganging up on me in E7. About a minute later the enemy was out two spiders.
On a side note: I thought spiders were supposed to be hard to kill?
They were good pilots too and would have eaten the average player alive, but no match for a Jagger that's sporting a pair of AC20s, and 2 medium lasers that actually knows how to back up, keep them out front, use terrain to my advantage and most importantly shoot.
Anyway, as I said the spiders were good pilots, I killed both and took a beating, so I started following the cents to the enemy base which by that time they had been capping for a little while. I made my way there taking the same route passing by G7 and made it to H3 maybe 400m from the enemy base before the base got capped out.
Then when the enemy realized they ignored the threat for too long and the cap was imminent, the QQ'ing about capping started, and I was thinking "Huh? They had tons of time to react, they were nearby but they chose to ignore it, throw the match and then cry about it?" I just don't get the stupidity of some teams.
When those two started capping the enemy was largely in E5/F5 and only 2 grids away on the diagonal, I was in E7 still fighting the second spider and had to travel about 6 or 7 grids in a relatively slow mech and I still got there before the enemy.....
No amount of changes PGI makes to capping mechanics can overcome the pervasive stupidity the anti cap crowd displays in game. There are a lot of things I'd like to see PGI fix, but they simply can't fix stupid.

I do like the idea to retake bases though. I assume that means making them work like Conquest bases, except when your base is 'emptied' you lose.

Capping is the prime objective of assault mode and the much more challenging and tactical option. Regrettably, PGI has decided to make it the {Scrap} objective compared to killing the complete enemy team.
Since the request for TDM has been declined time after time, I would really see an upgrade to cap rewards. Maybe some more folks would actually get the intention of that game mode then.

Now there is something that is most definitely wrong with the game type. The reward system is so poorly thought out that it plays a big role in why so many don't play the game it was intended to be played.
