Could someone please direct me to where I might find a general rules "book" that could answer questions like the criteria used to award xps, what all those symbols on the screen mean, etc? I would certainly appreciate it.

MWO is a game set in the Battletech universe - home of the Battletech board game, and Mechwarrior pen and paper RPG.

What passes for avatars, are faction symbols. The cool, yellow thingy under mine indicates that I was part of the "founder program", a limited-time offer to get a bundle of mechs, premium time and other stuff. Currently, you can buy into Project Phoenix (and get a custom badge like that).
As for experience, PGI came up with their own values, to promote actions like spotting targets for LRM fire, assisting in kills, and captures, etc.

The same things that award C-Bills usually award XP.
Right this minute I can't find a guide about XP, but this web site has a breakdown of how you earn C-Bills:

Scroll down to where it says "Know your bonuses".
...and tune out the parts about Premium Time and Hero Mechs. You don't need them to win, and they don't make the grind go that much faster.
If you're asking about symbols on the HUD, I'd like to find something to explain them all, but off the top of my head:
An eyeball symbol tells you someone has ECM.
A blue eyeball over a mech means it's protected by friendly ECM. If you're close enough to be protected by it, a blue eyeball appears on the right side of your HUD.
If someone is illuminated by TAG, the arrow over their mech will have a symbol looking like a square with crosshairs over it.
If someone has a NARC beacon stuck to their mech, there will be a symbol that looks like a dot with radio waves coming out of it. (It lasts a certain number of seconds, or until that mech takes a certain amount of damage.)
If you have a PPC, and shoot an enemy mech that has ECM, that mech should appear on friendly sensors. They'll have an ECM symbol, but it will be crossed out. Their ECM resets in 4 seconds, and unless you zap them again, they'll disappear from your sensors.
Someone's ECM symbol also gets crossed out if an opposing mech is nearby and has its ECM set to "Disrupt".
You can get bonuses for lighting up the enemy with TAG or NARC, and I think it also counts as a spotting assist.

Thanks, but it's the PGI rules I'm thinking about. What actions give XPs and how much?
What exactly is the advantage of a champoin mech? Is there one place that will tell me. I'm an old Mechwarrior from the FASA board game days, but it's the specific PGI rules I'm looking for. Are they all in one place somewhere?

This is usually immediately up to date on weapon and systems changes.
In terms of XP/Cbill rewards I don't think they have put together a consolidated explanation of what does what, it's just sort of trickled out over the last year as they added them, and may have been tweaked since announcement.
In short, I think you just have to try it in game to see what gives you what
