Seems that if I put them two on chain fire, then try to double fire, it shoots a double on one, then shoots a double on the other, essentially the fire rate is the same as chain firing them normally. I'd like to know is there a way to chain fire them but still double fire at the same time?

Thanks!

I'm not sure I understand what you're trying to do. Help me make sure I have this right.

You have two Ultra Autocannon 5s.

You put the two Ultra Autocannon 5s in a single weapon group.

You set that weapon group to chain fire.

When I try what I just described, I don't see this. I see

Pull trigger
Gun 1 fires (0 seconds after trigger is pulled)
Gun 2 fires (0.5 seconds after trigger is pulled)
Gun 2 fires a second shot (I was actually a tad surprised that it's gun 2 that fires the second shot at the 1 second mark)
Gun 1 fires (1.5 seconds)
Gun 2 fires (2.0 seconds)
Gun 2 fires a second shot

It appears to repeat like this every 0.5 seconds, until Gun 2 jams. I think this means we're doing something different.

I'm sorry, I don't know what this means. What I described above is "chain firing them normally". Are you comparing this to chain firing only one cannon? Are you looking for a way to fire without jamming?
