Technically, assault mechs are supposed to be inherently better for close combat.
That's why one of the primary balancing mechanics for table top was tonnage.
But PGI has moved (far) away from tonnage as a balance mechanism. I think that's a mistake but it's useless to argue with them at this point.
I don't think this was a thought out mechanic, they sort of lucked into it because of the over-weighting they have placed on speed and mobility through their crappy hit code.
