Please consider tweaking SHSs and DHSs to make them both useful but different.

Example:

DHS - 0.2H/s dissipation, 0.2 heat capacity increase
SHS - 0.1H/s dissipation, 0.4 heat capacity increase

This gives SHS an actual purpose as opposed to making them complete newb-bait that are immediately upgraded.

Additional heat capacity would be nice - as it would help to encourage better heat efficient builds...

Increasing heat capacity encourages more alpha strikes.

And DHS are supposed to be an upgrade, that's why they cost 1.5million C-Bills.
SHS would work as intended if PGI hadn't screwed up the heat generation of weapons.

The best idea I've seen is to allow heat sinks to give a heat bonus to weapons placed in the same location. Since DHS are so much larger, this creates a niche SHS to fill.
