Essentially, using ammo as a meter to test the number of jams against, so the jams w/no consumption don't throw off the math, just shows that there are unexpected jams that are probably bugs beyond the scope of the original test. Those may be driving up the jam rate above 20%, but it isn't artificially doing so, but rather a current part of the way the gun works and needs to be addressed.
