tbh not all VPN servers are good for you
as described i got lucky !! i testet 50 servers all over the world
before. For anybody its different since routes and VPN
hoster vary to much to make a non per case answer to help!

look for low hops to the VPN server itself and after that.
if the server has low hops to toronto/pgis master server
it is perfect but still it needs a good response time (ping).

I myself have 3 hops to my vpn and 7 to torronto border
wich mostly the highping occurs on that point
or inbetween for the other servers i use and even
with that server i get sometimes to 200 but not for long
max around 15 min
