The UAC5 still costs twice the slots and 10 tons (1 UAC5 + 1 ammo minimum). That gets you 25 shots at your high DPS. The PPC and any other energy weapon can shoot all day long without having to worry about ammo. In an extended battle if you run out of ammo your loose effectivity, not the case with energy weapons.
If you want to use a UAC you need to invest more slots and tonage, need longer exposure to do the same damage (2 shots for 10 with the UAC or 1 shot with the PPC for 10), etc. plus 20% of the time the UAC will Jam, leaving you without DPS for 5 seconds. In a brawl UAC can get you killed quickly when you are working without your main weapon for 5 seconds, in a sniping situation it is less critical. UAC works best if you are firing on a target that is not shooting back and gods forbid more than one is firing because to get your maximum DPS you need to be facing the enemy all the time keeping you from torso twisting to spread damage which is what Karl is trying to say.
In a face off between PPC and UAC the guy with the UAC will do more DPS which the guy with the PPC can spread across his chasis, the guy with the PPC will do full damage to the same spot again and again.
So UAC is only OP vs the PPC with some luck or with enough back-ups to compensate for those that jam. That means even more tonage. Oh, and there is no chance for ammo explosion when using PPC.
People using ACs make a lot of concessions to use them, weight, slots, ammo, risk of explosion, jams, etc. so in the end there should be some form of reward for that which is the DPS.
