Does the Hunchback 4P(C), purchasable with MC only, count as a hero mech with the 30% c-bill bonus? I am looking to purchase another mech or two which offers bonus c-bills and am especially interested in the mediums which I have not unlocked to the module slot yet.

No it doesn't because it is a 'champion' mech; not a 'hero' mech. Champions get bonus mech XP, Hero mechs get bonus C-bills.

No. Champion mechs (like the one you mention) get a 10% XP bonus. Hero mechs get the C-Bill bonus.
