Ppcs Higher Rate Of Fire Than Medium/large Lasers?

I was messing around in the Training Grounds and discovered that PPCs fire faster than Medium and Large Lasers. On paper the PPC and Medium Laser should be the same but after 5 or 6 shots it starts to outpace the Mediums. Easy to replicate my test. Mount a PPC, Large, and Medium Laser in the same group with enough heat sinks to take the heat of firing those 3 continuously.

It's because the cooldown doesn't start until after the full beam duration, which extends the ML and LL cooldown by 1 second.

I realized that after I messed around. Then shouldn't the cooldown or beam length be reduced to even it up.

Don't PPCs and MLs have the same 4 second cooldown? (3+1)

It is odd if that's the case, but as hot as it is I don't think it will have terrible consequences.
