Assuming he's talking about the rptools semijava based rpg game tool system, you don't have to live anywhere close to each other. rptools is a free program that allows people to play a lot of tabletop/pen and paper games together through the internet.
http://rptools.net/ is the address for the main site, and this http://forums.rptools.net/ is their forums page, where you will find tons of helpful info for running and playing games on the tools.
I've been using rptools for over 3 years to play 3 & 4th edition D&D, Pathfinder, Settlers of Katan, Axis and Allies, Battletech, World of Darkness, Heroes Unlimited, ect with people all over North America.
Only things you really have to have setup to play is: Everyone on the same version of the rptools (there are several dozen version/revisions as its developed) a voice program (my group uses a ventrillo, but any will work nicely) and someone to run a game/host the server.
Battletech is hard as almost no one has made a good framework for it in maptools (a framework is a ruleset system that the tool uses to allow you to automate/macro functions, create maps to play on ect). I played around for about 6 months trying to adapt/rewrite a few different games frameworks into a Battletech framework. I was Basing mine on the 3025 era, and had about half the macroing problems licked when my hard drive crashed killing/destroying most of my progress.
Then I found Megamek. http://megamek.info/
