I've been trying to get some use out of this equipment but the first thing anyone that has used one notices is that the ammo per ton is absolutely pathetic at 12 shots.
I think that this should be 20/ton at a minimum and maybe even fully doubled to 24/ton.
The only mechs that would actually use this don't have the tonnage to spare for the ammo required to make it useful. 1 ton of ammo should be all that is needed for a standard match (for NARC).

1st, i read NARC beacon is effective for 30 seconds. 12x30 = 360 seconds, i.e. 6 minutes. Good missile boats can dish out much more than 1k damage in 6 minutes. It's quite dangerous to boost this damage potential too much, for the sake of balance, especially if it's a group of, say, 3 missile boats and one spotter. We tried that once; it owns very badly on open maps, as it is.
2nd, if 1 ton of ammo should be all that is needed, then what exactly is the point of having ammo at all? Just make NARC 1 ton heavier and to have unlimited ammo - would be nearly same effect. What 12 shots per ton does, - is creating a new choice: "should i take 2 tons of ammo for it, or even perhaps 3, for the game and group i am going to play now?". A choice means cons and pros to both possible solutions (in this case - 1 ton or more than 1 ton of NARC ammo). Removing this choice would make the game poorer; less complex. Thus it arguably would be a bad thing to do.
