Yes, this month is the Locust, they will release the next weight class every month.
Shadow Hawk = November
Thunderbolt = December
Battlemaster = January
(not sure where the Griffin and Wolverine will fit in)

Good to know, but I guess the question is will they be available for C-Bills to those who don't buy the package?

only the standard variants will be available for cbills. the only way to get the phoenix variants is to buy the phoenix package.

Phoenix variants being the same as Founder variants... i.e. the basic variant, but with some different geometry (like the different Catapult nose, or Atlas head).
